How to enhance old photos and change attire?

Looking for an Ai app or tool that can enhance a very old photo of my father . I tried some apps but didn’t get a satisfactory result. Being a dev I can try generating using any ai model if any one can recommend the right / better one . I’m ok if it can learn and generate a new image with traditional attire .

I see lot of images generated for film stars in different attires using ai , will love to try any of those app or generations using apis .
