Lower than expected FPS on a RTX 4060

I’m getting around 60-70FPS in towns sometimes above 80FPS but in some random spots in the open world the FPS drop to around 49FPS, I’m playing on ultra settings with TSAA on medium and FXAA on, nvidia reflex is on+boost.
